The Flying Antelopes are understood to have opened talks with player.
Okafor proved his goal scoring prowess with the Naze Millionaires last season.
He bagged seven goals for the Owerri club.
The 30-year-old forward is expected to rival veteran striker Godwin Obaje for a place in the team.
Rangers face stiff competition from former NPFL champions Enyimba who have also contacted Okafor.
